  • The Asia-Pacific Leadership Network (APLN) with support from the Nuclear Threat Initiative (NTI) and sponsored by the Republic of Korea (ROK) Ministry of Unification is hosting three online workshops to review the potential for an effective Democratic People's Republic of Korea (DPRK) Cooperative Threat Reduction plus (CTR+) initiative.
    Senior experts along with ROK and US officials will review how to conceptualize and implement CTR+ in the context of a renewed diplomatic approach to the DPRK. These workshops will explore how implementing a CTR program in North Korea can successfully facilitate not only CTR-nuclear (defined narrowly as the shutdown of the DPRK’s nuclear weapons program, elimination of its related nuclear weapons facilities, redeployment of nuclear weapons capable personnel and removal of IRBM/ICBMs) but also parallel, linked, and concurrent engagement in other critical
    sectors of the DPRK economy.
    Workshop 1: Applying CTR to the Korean Peninsula
    Tuesday 14 September, 7-9pm (EST) Washington DC
    Wednesday 15 September, 8-10am (KST), Seoul
    This workshop will review successes and failures from the former Soviet Union and Russian experience, assessing differences with DPRK; the scope for CTR and potential cooperative projects in nuclear, missiles, and space; practical challenges and political barriers; as well as lessons learned from past DPRK CTR at Yongbyon and KEDO.
