I saw on a twitter post saying that rh and Jazwares signed this way before this thing came massive. Plus they say something about roblox policy (about you using Jazwares only).
They didn't but still this is a bit messed up, we don't know what they signed with jazwares but it's super sad to see the community going into greater dispair
