These ppl get training, trust me. Bottom line is that these ppl have a hate mentality towards their own and have all the love/concern for the others. It is that simple. Oh, and you can find that same mentality in the private sector too, just not as pronounce (fear of getting fired). The issue is that there is no REAL governance.

It is!! Garbage all over the streets and alleyways. The promenade on Constitution River Road is absolutely unsightly and no one seems to even care. BRIDGETOWN definitely has some major sanitation issues to sort out.
