I realise that sure but with the fact she's also a bit more hard to play (At least in my opinion) and with not many defensive options, she seems mostly effective to me when against players who aren't great at guarding :O
Well, Valk is hard to play, doesn't have reliable defensive options and has low dmg too, and look at what some top Valk players did to people. If he and Rachel, being the setplay characters that they are, have high dmg then they'd be too overpowered.
Imagine fighting a player like this. I would be like 10/10, Amazing, GG, you are the BOMB! lol I don't think I would angry at all, more like my mouth would be wide open ha! xD
