Simons is not going to hinder Ethan's development. You said it yourself, 2 players (Fabio and ESR) were allowed to leave to make room for Ethan. It doesn't add up, we're short 1 personnel. Simons could be a backup for Odegaard, we've seen what we miss when we played without our captain.
Ethan should be developed carefully also. If he carries too much responsibility, it could be counter-productive if he ever fails whatever Arteta trust him with. I really think Simons could be another steal. Him or Arda Guler, they've played in Euro 2024, that's the level they're at now. Ethan still has some way to go.
As for striker option, I like Isak better than Gyokeres. Isak is PL proven and Gyokeres might have a hard time adapting. Isak can play wide so he and Havertz can play at the same time. I think his fitness issue can be managed with squad rotation.

If we do get Isak, it’ll NEVER be about benching Kai Havertz! Havertz is the brains of our team, he creates the spaces that Odegaard and Saka and Martinelli find themselves in countless times. So Isak will play from the LW and have the freedom to roam in that space, that you just showed which Martinelli repeatedly wastes!
