The theme really radiates "Congrats! You beat the system!" When I did the no lose,I've had hell with guile,blanka and zangief,had to restart many times. So this music is so satisfying and rewarding considering the bullshit I went through for this.

It’s far from the only example (look up “Pachelbel rant”, if that video’s still up), but I just thought I’d point it out since you mentioned playing this after graduation. ;-)

While most of my friends sort of eschewed the alpha and Vs series, Street Fighter 2 was still a huge thing in my home town. After graduation we all got together and had our last hurrah at the arcade and when I beat Bison without losing a match it played the special theme and party our ass off.
Roger Nebot lots of games back than done this. Did listen to the Resident Evil 1 ending credits music ? not similar but the genre its pretty music the same.

It's the chord progression, it has a very sentimental-pop vibe to it along with the cheerful melody over-top. It's the Pachelbel's Canon chord progression with some bridges thrown in.

Bet the composer never realized it would be a tune that would become nostalgic and that so many people would associate it with youth and carefree days when whipping Sagat or M.Bisons ass was the only priority and things were pretty cool in general.
I remember when I was a little boy I had this dog name Socks, when Socks passed away I would think about this song in my head before bed time and i would remember all the memories i had with Socks. My pillow would be soaking wet from all the tears. Fast forward 26 years later and this tune brings back those beautiful memories I had with Socks ❤
