Why the minigun was useless: damage for ballistic weapons is divided by the number of projectiles. Normally, Two-Shot doubles the weapon damage to compensate, but it seems that you only changed the number of projectiles fired with out acounting for the division of damage, so each minigun round, instead of doing 5 damage, was doing 0.005 damage.
two shot doesn't double your damage, it add base damage of your weapon, so if you had .308 combat rifle, it still only give you 33 extra damage instead 57, that why the legendary effect is much more powerful in gun with high base damage.

It could also be that the amount it's trying to increase your health is too much for the game, whether there's a cap on how much health you can get per level up, or a limit on the games processing abilities I'm not sure.
What I think is the most likely reason is that the increase in health you get each level from endurance can't be high than what it would be at endurance lvl 10. I'm not certain though.

7:35 I've had this happen a few times before, I had a melee weapon that did 1500 damage, and enemies would begin to run, being scared when I killed one of them. A hilarious thing to see is when a super mutant comes up to you with a melee weapon and calls you a puny human, only for you to slice their arm off, and they scream to run away.
Enemies will also begin to talk about you if you start killing many of their faction types and even fear you. I've seen this a lot late game with raiders.
Jabo is gonna flip if he sees the baseball launcher launching 100+ baseballs
8:16 dude stopped to shoot you knowing he couldnt harm you
tried to save his bro
respect
Now go to the castle and take out a mirelurk queen
There’s a second reason why the car killed you since the one comment said the first reason there’s a weird bug when you have mods that affect your and the bug causes your health to be close to zero when entering power armor or touching things and it causes you to die when you enter power armor or touch something that triggers it to kill you
5:14 Just like with any op armor yours was no different, i dont know why but if you have a bajquillion endurance on an armor peice everyone (mostly) will stop attacking you, raiders have special lines such as "He's F×cking Bulletproof"
20:31 "oOOHHH MY PC!!!"
to explain your lack of health, the vanilla fortifying legendary effect boosts endurance, but doesn't actually give you the health boost it should. I'm assuming this is why
I love how 6 minutes in he could have probably killed every NPC in diamond city
Next character is SammonHimlocHoover
What's there? Child of atom? "Immediately dies"
In the end, cars are the most powerful and lethal things in the universe... All praise Lightning McQueen!
