That's when Glinda puts the cape around her and she stands up facing the crowd. That's the first time in the show she truly looks like the Wicked Witch of the West. Broom in hand, hat on, cape on... That's not often a place people applaud.... I think you have to be deep in the trenches as a Wicked fan to even fully grasp that moment. Early early in the shows run I never knew why people would clap there til it was explained to me. So yeah not something you hear often, but you will hear it sometimes during an Elphie's first/last show or an anniversary show.
