Kay's confirmed in the past that is the intent, they are in the to-do worksheets, also that he's going to have to stall on that because designing relevant and meaningful kits, items and related enemies and bosses, etc will need a lot more research due to a general lack of familiarity with Stars. Some of them don't have all that much material to work with in terms of what this game relies on, like many of JP don't have audience avatars to use as enemies- Oga might have to hard carry JP a bit
