Dunno if you have found out yet Matto, but the reason you have a hard time aiming is because mouse movement is bugged, and has been for some years now in GTA IV and its the DLCs. When you move the mouse really slowly, no matter the DPI, the mouse movement does not register. This has been fixed though with a mod, that also usually is combined with the Vulkan mod. GTA 4 (and the DLCs) play so nice with the mouse fix and Vulkan mod. You can actually aim and the performance is SO much better.
Its still so weird to me how Matt sees the driving in GTA4. For me it handles significantly more instinctive than GTA5. In fact, if I am not playing as Franklin and very specifically using his abilities to keep the car on the ground I will have a bunch of accidents in GTA5, whereas in GTA4 I can fishtail at high speeds between cop cars, use the momentum and physics engine to do hollywood stunt driving stuff. Then again, Matt spends his entire cut of the bank job on cabs in his GTA4 playthrough its very likely he's just not had enough practice.

This has got to be one of the best DLCs I've ever played, for one of the best games on PS3, for the best GTA in my opinion. If Rockstar hadn't fucked up the Definitive Edition so badly I would be wishing for a remaster of GTA IV and its DLC.
It will probably be a thing u can get nikos clothes in online so its on there minds also they released red dead redemption that game is the same age as gta4 well close to it
