As much as we don't want to admit it, 90s tech is vintage tech, so you're going to be taking a risk by powering it up without changing the caps first. I've even heard that the eMachines I still have from the early 2000s that I never use could have bad caps in it. I think I keep it for sentimental reasons as it was my first "modern" computer. I've heard they have figured out how to make long lasting electrolytics after they were forced to remove the PCBs.
