Yes Parvathi, you can but it will give a totally different look as it will lack the clear definition in the petal which pistachio shells give. @@GADACDIY ~Do you mean small plastic spoons? Ice cream scoopers have a handle, are expensive, and it would be virtually impossible to remove the handles from' ice cream scoopers.' They are very different in appearance to the empty shells you have used in your flowers.
