When you create a new document, make sure the color mode is set to RGB or CMYK and 8 bits/channel. It won't work if you are using 16 or 32 bits/channel.
Do you want to make a marble texture with gold swirls? Just add a gold foil texture over the marble and change the blending mode to Lighten or Screen. You might need to make the marble a bit darker by adjusting the levels. You could also select the veins you want and use a clipping mask.
