we need to start somewhere. in men's ice hockey, Sweden, Russia, Canada and Finland are much better than all other countries but still the bad teams are needed to make ice hockey grow. and women's football is the same thing. some countries would never be better if they never got the chance to compete with better teams.

I suppose this is a decent example of what has happened in the generation since the WWC first hit the international viewership stage, really. As WWC has become bigger, the wealthier nations have been able to invest more in their Women's programs than countries not as economically advantaged. Nigeria used to be a respectable dark horse team in WWC, they would advance and put up an exciting and good fight occasionally - but you can see the gap now (and Norway is without their best player, to boot).
