It looked like it had hard (bolted) connections to the lifting frame and was supported by hydraulics. I believe this kind of setup is considered more inherently safe than using wire rope/slings and winches so there is less restrictions about lifting overhead.
This is not your typical crane setup. Looks like its supported by 18 bolted connections. Id imagine the safety factor is incredibly high compared to typical lifts, most likely designed as such for close work and inspection.
Hydraulics are quite safe. What concerned me more was those carts very close to the railing. Should something fall onto it and make the whole thing derail...
it took so long to build that many of it's technologies are obsolete and could work twice as more efficient with existing solutions, I hope the remodel plans are in place and start as soon as it gives the first ignition results

Car mechanics are under car lifts, so yeah. It's safe enough.
