Yes it does when connected to power. There is a little electric motor in there that spins it around. When there is a power outage, then it stops.

Something is wrong. I set it to go on at 6 pm (even though it was 9 pm when I set it and I did scroll to 9 pm) and pushed down 10 pm when I want it to go off. It did go off at 20, but went back on at 10:10 pm.

you need to push the pins inbetween 6 and 10 too, not just the one at 10 and the one at 6

Push all the night pins in and pull the white pins out. Should be easy.
