Why shouldn't he use his items as they are intended to? Holding units can be little toxic but using items is not. Are you complaining about enemy slaming sunfire against your yuumi nilah redemption gunblade board?
I can assure you it isn't pbe only, normals on my realm as well. People scouting every 1,5 sec, cheesing zephyr, shroud and ruining their econ so you don't hit your two-stars :D
