I am confused. It looks like the arbor can freely rotate while grinding and that would change the depth of cut as well as the angle of the grind.

Good observation. It can freely rotate but it wont rotate during grinding because the knife is sitting on a tool rest. The tool rest works as a hard stop right at the grinding wheel. Hook angles and depth of cut will be correct.
