They are balanced to the teeth. This means rule-sets are set in place to create fair gameplay for everyone involved. Sometimes we do this "dynamically". For example: Maybe a low ranked team would start with pistol only, then get a specter and light shield. After switching sides they maybe can full buy, etc, etc. This gives a sense of suspense to the video as the opposing team would slowly face an increasing challenge!

You should do 5 high elo players (asc +) vs 5 silvers. But the silvers get to stream snipe to see how much stream sniping actually impacts steamers games.

Stream sniping only works for someone if their actually good at the game. A silver stream snipes a radiant they won’t win anyways. A radiant stream snipes a radiant then the radiant being stream sniped will definitely lose
