Nope, They dont have the funds for NEWER police vehicles as much as other cities do. Especially for unmarked units. They still use the older Chargers, Old ford explorers. Here in Philadelphia they has an Unmarked Vic responding but man if you saw it, Body bags in the back (sagging like crazy) very old style rims too. But atleast here the fleet is full of pretty newer cars.

depends on the situation!!! Every accident scene is different, some may take only 1 while other may take over 3..
