Kevin Owens is my pick if I had to put money on it because 1) Finn is most deserving in kayfabe because he never got his Universal title rematch...but neither did KO. 2) Owens has not won a match yet on PPV this year. 3) He hasn't held the briefcase yet. 4) His character in a lot of ways resembles heel Edge (which is best Edge) and he only won the Universal title in the first place because of HHH, so it would be plausible for him to have the briefcase to fit his opportunistic nature.

Then goes to cash in later in the night making the Nia v Rousey match a triple threat when both are exhausted. Sasha comes out to distract bayley as she doesn't want her to win because bayley will become more successful (sasha turns heel). Nia then pins bayley building a fued with Sasha and Bayley as she cost her the match and not putting the belt on Rousey to early. Just an idea
