@3:48 yeah luffy and gojo come real close to him in pure power but fighting isn't JUST about "power", he's a martial artist as well. most of the people in the room are either "too weak" to do any damage, or "punch first kind of guys" meaning they can't really use complex martial arts. luffy does know some [especially post Wano Luffy who has expressed a desire to get stronger], but he's still doesn't know nearly as much as goku, luffy is a "red belt" compared to goku's "black belt", if I were to use karate terms. fighting is about whos strongest if it was the strongest men would be leading our contries, no its about prowess and skill as well as strategy too. goku might not be book smart but he has the rest in spades especially z goku who acts way different to dbsuper goku.
as for naruto and gojo since this is "shippuden" naruto he's not nearly as strong as boruto's naruto and even if he WAS the baryon mode can only be used ONCE before kurama dies. imma go out on a limb and say i don't think they would use it unless it was "life or death" fight. so a "shippuden strength/skill lvl" only naruto wont leave much lasting damage, and gojo...... ok look know he's strong and i know he has a really op skill, but i didn't see him do much training in the what 100 chapters i read of jujutsu before i got really bored I hear the anime's great, but i have 1000+ episodes of one piece to get through before luffy gear 5 shows up in the anime and i need to watch that before anything else.
