Use a tanky op to stall him, use Lumen to remove stun. Cliff only dashes if the op in the middle of the stun zone knocked out or retreated so let him keep attacking that one stalling op. Then use whoever to defeat him, or even spam fast-redeploy
Fun fact the pistol use by the boss. Look verys similar to the pistol used in blade runner movie. I think it called the 2049 blaster. Blade runner considered by many as the first film that popularized cyberpunk genre with flying car, human android, and synthwave music

while he does punish fast redeploys, it doesn't seem like he can deal with ranged operators, so you can Typhon/Pozy/Schwarz him with impunity

Pair her with spuria, you can kill Patriot very quick
