Wearing make up is fine as long as our heart and motivation are connected to God.
Wearing make up to look nice or even a little fancy is fine. But putting it on to steal someone from another person or to be a... night escort is definitely wrong. It is all based on our hearts and intentions.

The way that I see it is
1- I do were makeup if I were going to church or going to dinner or a family gathering.
2- I do dress up to look pretty for my self
