The up platform was open until about 2005, when the footbridge was removed during the West Coast Mainline upgrades. If they had really wanted to, they could have built a ramp up to the road bridge on the South side, but passenger numbers were always quite low. If the plans for the Parkway station go ahead, I'm sure it will be closed. Despite that, with the proximity of the M42, it's quite a sensible proposal. There's a nature reserve to the North which can be a pleasant walk whilst observing the trains, if you can deal with the traffic noise from the motorway.
This is great additional information, thank you. I found it quite hard to find out about the up platform closure, but the fact it happened because of the line upgrade is not surprising.
