Pantalone and Columbina seemed to be the ones ( apart from Pierro ) that actually like him or being neutral - because of the way Columbina only speak to him in the Lazzo trailer ( and in a cordial manner ) and Pantalone doing business with him. No not in a million years. The Fatui ranking system is based on more than just combat prowess. I think the CN version counts in influence and status as well. Arlecchino has tried to hide her true power to the Fatui it suits her that they think Dottore is stronger I very much doubt that is the case. Let's put it like this, Arlecchino is not interested in any harbinger but they are interested in her and that is to learn about her powers.

I think Arlecchino wins because Fatui aren’t in strength order, Pantalone for example is just rich and nothing else also, Arlecchino is hiding her true power and let’s not forget the fact she has basically 2,5 visions due to her pyro vision, delusion (which is said to be stronger than a vision) and the curse of the bloodmoon, she was holding back against traveler who fought and was on par with Raiden Shogun and she herself would know much more about her power than Dottore. Dottore has not done anything with his own hands like fighting and just done machines and stuff, if Arlecchino were to fight him she could also make it fair by using all of the house of hearth’s members with her which Dottore might not know how to counter a well as the fact Neuvilliete seems to be slightly tense when being around Arlecchino and it’s not only due Arlecchino being a diplomat but due to her strength, we don’t even know the full extent of Arlecchino’s curse’s power also, if she uses both her vision and delusion like Kazuha did, she could match Raiden Shogun’s strike so. Doc is 500+ years old. Arle is what, 25? The difference in experience is simply too vast. Even if we equalize all stats, ZanDICK has simply seen it all and done it all before. He'll read her like a book. Also, Arle isn't a god, meaning Dottore little sleeping Deus Ex Machina will end the fight before it even begins.
Honestly age is a weak argument when it comes to genshin respectfully because its like saying ganyu can no diff shenhe since they have a 400-500 age gap and Arlecchino is a character who clearly never gone all out not trust anyone outside the hearth. Well, the Traveler's weekly goals in battle pass include spending 500k mora. I fulfill it pretty much every time. According to another discussion, 300k mora per month is Paimon's food budget. So while Dori's prices are expensive, they are not entirely out of reach of the Traveler.
I mean sure he got the smarts and strength but Arlecchino once said that " Strength may decide the victor, but those who let lack of strength dictate their decisions or undermine their conviction will never be worthy of the throne." She defeated a harbinger who she said that have considerable gap between their abilities. So I think it would be a tie between them🤔
if man really wants to create evolved humans, why hasnt he done anything regarding the traveler? another interesting note is his possible replacements for his segments, now that he has access to the dendro gnosis i doubt he needs to recreate them.
There is a theory that the Traveller has a special place in Dottore's plan to create new God for all Teyvat to overthrow Celestia and their impostors. And he's not just kidnapping Traveller in order to do this because the Fatui wants us to gather followers all over the world first. It would be interesting because when you view the process of our travel, then most of the Harbingers backed away from killing Traveller (maybe not Signora but she just failed) even if they could do it easily. Both Dottore and Arlecchino did almost the same thing - but Arle decided to spare us in a fight while Dottore just put us to sleep and even refused to fight at this point. But as he stated to Nahida - if he wanted, he could wipe away the Traveller in the state of sleep. It's almost as if the Harbingers had silent agreement to push the Traveller through the tests of power without doing serious harm to him/her.
In my opinion Scaramouche in his prime can defeat 1 segment and Arlecchino a few but that is if he didn't already have a plan to simply dispose of them if they betray him, because if he's prepared then they can both join forces and still die As for pure strength I believe Columbina to be stronger than him (but still weaker than Captiano) since ranking isn't just pure strength he's probably only higher because he's extremely intelligent and responsible for most research that the fatui does

Childe is just strong thats why he's 11 😅
If you genuinely believe Arlecchino is weaker than Scara in his mech….I don’t know what to tell you. The only help the Traveler had against Scara was the flying cabbage Nahida gave them to use the knowledge of the people of Sumeru to find a way to defeat him, but it was by the Traveler’s strength that they were able to defeat Scara and his mech, and the Traveler only had 4 elements then. In Fontaine, the Traveler gains a 5th element meaning their power increased as they get stronger the more elements they unlock, and Arlecchino wiped the floor with them and she didn’t even try. Yeah…says a lot. Especially how we don’t even know much about Arlecchino to begin with.

Nahida's "cabbage" was pretty much the same kind of power up Traveler got from the Adepti and then from the "power of wishes" against Ei. It was meant to provide him with help to defeat the false god. The fact that Arlecchino won against the Traveler is pretty much irrelevant. The Traveler lost both to Arlecchino and Scaramouche, so they can't serve as a point of reference. It's been said that Scara in his mech suit reached the level of a god. Arlecchino is not among the trio famously known as being capable of rivaling the gods.
The simple answer is yes because Dottore could get killed by Kaveh and Alhaitham tag teaming him(yes I'm writing a story where Batman takes down the Fatui without killing any of them)
personally i dont think theres any difference in the top 3 harbingers's strength, rather its only the order of when all of them were recruited, nahida never really gave us a standard, she just said "rivalling that of a god" but which god? with the countless gods power levels in teyvat its really hard to scale the three harbingers, because scara already became a god, or a "god" in the sumeru archon quest, we also dont know if said "god" that nahida was comparing them to would be with or without their gnosis, and that was scara's fully awakened state with the electro gnosis, so theoretically that was ei at her full power as scara was made in ei's image, and we still beat him (albeit with nahida's help) so that would help us surmise that the power the three harbingers have are above ei, unless people think that in that particular quest, scara was equal to the other three also knowing arle i think she would be able to at the very least have a chance against any of the three, lets not forget she was ranked four AS A CHILD(if were being generous, sure lets say teenager) but shes spent years honing and learning her khaenri'ahn strengths, so if the traveler at current cannot beat the the fourth harbinger but we can make ei submit to us in the archon quest, id say that would make arle as strong as a god too, i mean that would depend on how we scale the help we got in the fights, comparing lyney lynette and freminet to the help of 100 vision bearers, now idk abt power scaling but im sure the 100 visiom bearers would outclass the three but we have gotten significantly stronger lore wise when fighting arle and, AND arlecchino was not taking that fight seriously, so its kinda like a ei>traveler>arle, so id argue arle is also god level at this point
Despite what the current lore says, time will only tell when we fight him. If the traveler can beat him in the game/lore, then I’d say Arlecchino’s might be able to beat him. Plus let’s also not forget that it’s not JUST strength that gives harbingers a high rank. It’s wealth too. Scientists make a lot of money and he also closely works with Pantalone. So he’s making bank. My point is we won’t officially know much until we fight him. If the traveler beats him in the game, then our answer might just be more clear. So Imma just wait until that time comes.

Let me put it in hypothetical terms; which one would you feel safer being left alone in a room with? Let's forget the waifu/husbando glasses and think on this logically. Personally? My answer would be going with the intimidating lady over the guy who uses people as his guinea pigs. While Arlecchino's reputation is not entirely shiny? She is reasonable. So if need be? Alliances could realistically be struck with some of the higher Harbingers with her. While Dottore's personality is essentially one big cold shoulder. I think Arlecchino wins because Fatui aren’t in strength order, Pantalone for example is just rich and nothing else also, Arlecchino is hiding her true power and let’s not forget the fact she has basically 2,5 visions due to her pyro vision, delusion (which is said to be stronger than a vision) and the curse of the bloodmoon, she was holding back against traveler who fought and was on par with Raiden Shogun and she herself would know much more about her power than Dottore. And he's not just kidnapping Traveller in order to do this because the Fatui wants us to gather followers all over the world first. It would be interesting because when you view the process of our travel, then most of the Harbingers backed away from killing Traveller (maybe not Signora but she just failed) even if they could do it easily. Both Dottore and Arlecchino did almost the same thing - but Arle decided to spare us in a fight while Dottore just put us to sleep and even refused to fight at this point. But as he stated to Nahida - if he wanted, he could wipe away the Traveller in the state of sleep. It's almost as if the Harbingers had silent agreement to push the Traveller through the tests of power without doing serious harm to him/her.
In my opinion Scaramouche in his prime can defeat 1 segment and Arlecchino a few but that is if he didn't already have a plan to simply dispose of them if they betray him, because if he's prepared then they can both join forces and still die
As for pure strength I believe Columbina to be stronger than him (but still weaker than Captiano) since ranking isn't just pure strength he's probably only higher because he's extremely intelligent and responsible for most research that the fatui does

In Fontaine, the Traveler gains a 5th element meaning their power increased as they get stronger the more elements they unlock, and Arlecchino wiped the floor with them and she didn’t even try. Yeah…says a lot. Especially how we don’t even know much about Arlecchino to begin with.

with the countless gods power levels in teyvat its really hard to scale the three harbingers, because scara already became a god, or a "god" in the sumeru archon quest, we also dont know if said "god" that nahida was comparing them to would be with or without their gnosis, and that was scara's fully awakened state with the electro gnosis, so theoretically that was ei at her full power as scara was made in ei's image, and we still beat him (albeit with nahida's help) so that would help us surmise that the power the three harbingers have are above ei, unless people think that in that particular quest, scara was equal to the other three
also knowing arle i think she would be able to at the very least have a chance against any of the three, lets not forget she was ranked four AS A CHILD(if were being generous, sure lets say teenager) but shes spent years honing and learning her khaenri'ahn strengths,

- Nahida says that the top three harbingers have power comparable to that of gods, yet again correlating higher ranking with power.
- The fatui in Mondstadt attribute Signora's death to perhaps her strength being insufficient enough to remain a harbinger, and talk about the possibility of the 8th seat being replaced with someone stronger.
- The fatui are said to have the strongest military, with the harbingers being said to be what lets the Tsaritsa do as she pleases across teyvat, very clearly indicating that harbingers are supposed to be associated with strength.
- Capitano is almost only praised for his strength, and is ranked 1st.
- Yae says that Scara is stronger than Signora because of his rank.
- Scaramouche's character stories literally use harbinger rankings as a measuring stick for his unsealed power by saying that he was on par with the lower ranked harbingers after his power was unsealed by Dottore. This wouldn't be a logical thing to say if rankings weren't primarily based on strength.
- Traveler says “I wanna see for myself as to what the 4th of the 11 Fatui harbingers can do” right as he was going to engaging in a duel with her, indicating that higher ranking = strength.
- Lastly, Dainsleif in Arle’s collected miscellany says that the 4th seat is the most direct affirmation of Arle’s combat abilities. Yet again, showing that the Harbingers are primarily based on strength.
