    I totally agree with this lawyer. Maturity has nothing to do with age. I've seen a lot of immature middle adults. Like he said, underaged girls can get married, but under 18 is too immature for university. May God help us in this country.

      You should tell us what better barometer you want the country to use to determine adulthood if maturity has nothing to do with age. In northern Nigeria, girls under the age of 18 are allowed to get married for (Sharia) religious reasons, but it comes at the cost of high rate of maternal deaths and disability. My heart bleeds when I read about those girls, because, as a fellow Nigerian, those girls are my people and I am not happy to hear sad news about them.

If under the Civil Service you can work unrestricted at 16, why then should be deemed to be too young to study in University at 16? If we are going to determine maturity by chronological age, then the Minister himself is too old to be in office.

    Just to thank Frank for clap back on the lady. I remember the gifted Imafidone children being celebrated in the UK! And minister who is supposed to be fighting to ensure that out of school children is minimised is actually wanting to stop those eager to learn!

    God bless you Frank what a law! That a child must be 18 to write WAEC, how come? Technology makes our children learn faster. The age of admission was 16 for so long why change it now? We should improve regulation and governance and stop punishing children!

    Some times I wonder what the priorities of the Ministers are this country. Mr Tahir is just there in Abuja with no knowledge of the primary and secondary school school system. I can tell you categorically that 85% of students in ss3 are less than 16 years of age especially in private schools. It is funny how jamb and the minister are thinking, it is a true fact that majority of students that perform best in jamb are under 16. My brother did 312 in just concluded jamb at 15 and someone wants to deny such a young chap the opportunity to finish school early. These people have their children abroad or in various private universities. The policy is against the common man

    To achieve the 18 years you have to start the age restrictions from the nursery schools. All the backlog can be dealt with by creating a special program for them until they get to 18yrs.

      What are you monitoring. What are you setting up. I entered university at 16 and graduated one of the best in my class and have gone agead to be a tax professional in this same nigeria. My close friend got in at 15 and was overall best student in 100l with cgpa of 4. 98 out of 5. He is currently in medical surgeon in the US. So what exactly are you talking about

Is it an emergency?It should apply only to those who are going to enrol in Basic 1 otherwise Millions of students are about to be made redundant and consequently criminally minded. Fire Brigade approach will backfire. Proper and extensive planning is needed and the Minister appears to be in such a hurry that we are beginning to suspect there is more to his hurried implementation.

    A child should not be punished for being ahead of his years. Such a child should rather be encouraged. The purpose of education is to enlighten the mind but we have administrators that believe it's all about issuing certificates.

    I don't understand what the argument is about. My daughter entered the university @ 16 and got her first degree @ 20. She got her PHD. at 25, and she's a professor at a prestigious university in the US.

      She's exceptional! The argument here is that even the dullards are in our Universities! How on earth would universities in those days pegged 120 out of 400 as cut-off to get into the university? School certs results are no longer sweated to earn but pay for grades in miracle centres!!! In summary, only brilliant children under 18 should be exempted from this provision!

      No sir. Believe it or not, having a PhD at 25 is not what we mean by "gifted and talented" or exceptional. It only seems so because of the enormous problem with our education system. PhD at 16, 20? Yes, that's the exceptional!!!
      So, even though the argument that many children are 'forced'​ in too early is very true, a blanket policy that denies the hundreds of thousands of Nigerian students who are ready and fully qualified for this process is short-sighted and betrays the research-driven actions you would expect from a ministry of education. In saner climes, this sort of policy would be backed by researches and deliberations with experts and stakeholders that will then be made public for us to understand. So neither camp should be discussing this issue based on personal sentiments and preferences. Sadly, that's what the Minister is doing. Facts over sentiments please.

      @@okosisimopol The mental health of the children is at risk. Many of them are very demoralized by this bad news. This Minister of Education is 70, graduated at about 30 years old and appears to be desperately against youth development.

    Very silly policy. You can restrict Uni minimum age to 18 not WAEC. Even at that, some are smarter than others and should not be restricted.

      If the Minister says 16 is too young and immature then he needs to get the log off his own eye first because he is equally too old to be a Minister at 70.
      In foreign Universities you can get enrolled before 18 and they don't write GCSE at 18. The Minister is totally not being true to himself. If they write UTME and SSCE at 18, then they don't get enrolled at 18 but at 19 and above which is absurd considering that some of them have to write these exams multiple times before they pass. If the Ministry approved 10 years as minimum entry age into Secondary, the same Ministry can also not come and say they cannot write Examinations going on 16. That's a contradiction.

    The average age of finishing high school is about 16 years. What should be done for the two years??? Should NYSC be shifted to after high school? Should education be made free and compulsory for all Nigerians up to high school level and then followed by the NYSC training which should also include skill acquisition training and training for easy recruitment into the military?

    The government is just trying to avoid its responsibilities.. so what guarantees a child will spend the mandatory 4years for a four years course and not spending 6-7years due to strikes and all? The trainee jobs set age limit at 23years. writing WAEC and NECO shouldn't be limited to 18YEARS as other countries are speeding learning with use of technology.

    You can ask that kids should start Primary 1 at 5 years old as long as they are 5yrs at 31 August. Not restricting the exams because there are kids geniuses that can cope and skip. I skipped and did fine. There are geniuses in the US and UK that skip too, mostly home-schooled ones.

    Every child should be allowed to develop at their own pace. Having said that, jumping classes and double promotion shouldn't be encouraged either. The psychological and mental wellbeing of the child should be prioritized at every stage of development. Age restriction shouldn't be placed on any child who's ahead of the pack, there should be special considerations for such children.

      @@IgnatiusOmenai The Ministry approved 10 years as minimum entry age. So a child who will be 16 in SS3 has done nothing out of the Ministry's directive. They got enrolled in Secondary on that premise. The children cannot be stopped from writing the Examinations. The Minister's dirty policy has to be stopped.

    I will blame those journalist that invite Frank tietie to put "mouth" on a matter he has no professional qualification to talk on. This is not law but education matter. It's only in Nigeria Radio and television house think they must always bring in a lawyer to every issue even when they have no professional pedigree to discuss the matter.       The minister should be preoccupied with out of school children, ASUU & other unions and improvement of academic environment in the schools.

    Dr Bukola was very correct, back in the days, there are children genius, and there are series of test done to evaluate their excellence and proper promotions are granted to them. Mr Frank was just mixing issues. We know government fail in the educational and other services but that is not part of what this discussion is about

    In my own opinion, those who designed our education system do not mean well for our cooperate growth and development as a country.
    I will suggest that, we must redesign our education system to best suite our current realities as a country. And for the record, I don't see age as a necessary parameter that determine intellectual usefulness.

    My question is, what developmental program did the minister initiated for our kids who might be in SS3 at the moment and would be staying back because of his myopic policy? or is he expecting parents to keep their kids at home without doing anything for a year or repeat their SS2 while they pay school fee for additional year?

    Dr Dosunmu makes me wonder if she understands what child development is. Mrs Administor (Dr Dosunmu) what are the child developmental parameters?
    Parameters for child development include
    A family,
    Access to Education
    Access to health
    proper feeding and safe space/environment.
    child right awareness and supervision/ mentoring.
    If she didnot do her due diligence before the interview she should not speak on the matter on national TV.

    It's about mental, social and physical ability and development.
    What curriculum is being implemented to ensure they have all these developed properly?
    People in positions of authority take decisions, that keep passing the buck, showing their incompetence.
    It seems the issue is just to increase the stay in schools and guaranteed revenue generated.
    If they really cared about the mental, Social and physical development of children, they will revamp the curriculum and put all the activities, as well as periodic reviews and exams, to test their social, physical and mental capabilities.
    With expectuons given to those physically unable to.
    But all they focus first on, is to disenfranchise people with above average ability.

    The lawyer was arguing out of point. Though there are issues of out of school children, the case here is not that. I am a teacher and I know what we face when parents pressurise us to make their children skip some classes, even though the children in question may not be intellectually sound. But because the practice is so common nowadays many do not see it as a problem. Just like the Dr said, there could be exceptional children but these are few.

    This federal government policy will affect the students from this current primary 2 all the way to this current ss3.
    And that means it has many years of negative effects.
    In developed countries basic 1 to high school is free meaning you can't dictate foe or to the schools. Despite this, these countries don't waste kids that are geniuses.

    The issue is relevant, yet the solution given is wrong. Being underage in Nigerian universities is risky.
    They should create special programs for underage university students , whereby they would bare the cost of having a parental guardian.
    Intelligence and maturity are not the same thing. It does not matter if a minor is an expert in operating a vehicle. There are decisions only a matured mind can take on the road. Otherwise, we should be consulting minor doctors and engineers.

    The biggest problem of Nigerian education especially at the secondary school level is examination malpractice. Schools without science laboratories still register students and get values from other sources and give to students during examinations in subjects where practicals was meant to be done.       I respect him but on this issue Dr Dosumu is the learned one here. Honestly. Both gifted and average students are affected under this sandwich system, especially the less average. Minister should start enforcement now from primary school ( entry age 6,years or 5+ whose birthday comes after new school calendar year). Don't know where they are rushing to. This practice should no be a norm.

    U have to be 18 before u go to tertiary institution n u must not be 30yrs to go for nysc n u must not serve more than 35yrs before retiring n must not be more than 60yrs before retiring. But to be a minister or a politician has no age limit n the qualifications are not more than a secondary school certificates

      That is what I am saying. Restrictions must be on the common man everywhere. When U see some adverts for job the age limit is 25 because they know at that age U can give your best. They just want to limit the destiny of people U can be a politician at age 100 and fight to be a president but U can't progress when U are still able. What a country.

    Just yesterday, my older brother called me with so much excitement that his 13-year-old son passed his Waec after he had invested so much on the young boy by paying private tutor to take the young lad.
    To my amazement, his result is as follows

    It is wrong to throw children into the free-for-all world of adults in tertiary institutions. Age is the legal means by which the world determines adulthood. Nigerians need to start showing respect for the law and avoid always finding excuses to break the law. The country will continue to flounder until we all embrace the rule of law and allow sanctions for law breaking.

I was on America got talent and saw a boy of two years solving maths of secondary school students without stress. U can't compare the brain of yesteryears with the brain of the children we have now. Do U train a boy of 2/3 how to operate a phone. I know a boy of 11 that can drive he learnt it thru his computer game. Don't set limits on our children if that is what U people arrive at in your coven or cult

    I, as an Educational Psychologist believed that series of RESEARCHES should have been conducted at different stages/areas and made public before POLICY of this magnitude is made.
    I know very well that the part of the brain known as PREFRONTAL CORTEX fully developed at 20s of age, and that depends on some FACTORS too.
    We may have early or late maturity. Exceptional Children are not equated with biological or chronological age sometimes.
    THE FEDERAL GOVERNMENT SHOULD SUPPORT AUTHENTIC RESEARCHES FOR EDUCATIONAL POLICIES
    Cognitive Domain, Afective Domain and Psychomotor Domain

    A child starting formal Ed. at 1 year-old. 6yrs primary + 6yrs secondary + miscellaneous (2-3) >= 15 yrs old. What we need to make compulsory is 12 years of primary and secondary school.

      @@oluwasegunayokunlesomefun8523 That is unnecessary and if it has to be done it has to be at Elementary level. Approved Entry Level into Secondary School is 10. So a child who will be 16 in SS3 is in accordance with this provision. The same Ministry who made this provision despite the 6-3-3-4 system which is just a guide and not a law cannot become a clog in that child's wheel because the child followed due process. The Minister needs tutoring.

      @@FolaA-u5b I think we are saying close to the same thing though. Many parents/schools are in the practice of skipping the 6-3-3=12.
      I don't see how that is a clog if 6+3+3 is duly followed. No need for age cap. If even a 13-year-old meets 6+3+3 then ill-defined laws should not discourage or limit them. Just make sure students/teachers/parents can't manipulate elementary level classes, where they skip multiple classes, even happens in some private secondary schools.

      @@oluwasegunayokunlesomefun8523 The Federal and State Governments set Secondary School Entry Age minimum at 10. So how has a child who is 10 in JSS1 done anything outside of Government's directive?
      The Minister should tackle Examination Malpractice first and everything else will fall into place. He cannot render millions of students redundant. It makes no sense and makes him appear ignorant.
      A Minister Of Education should be more focused on having more children in school than out of school. This moribund policy is going to do the latter which is highly detrimental.

      So question is how do we handle the exceptions? Like Ngozi (the Arise TV Anchor) just put it - she wasn't 16yrs when she gained admission yet her colleague who was exceptionally brilliant had to stay back one year (by the way, that's okay if her parents chose to hold back).
      I like the way she ended it with the metaphor of Nigerian experience: do you stop the good ones from moving forward because of the bad ones?
      Shouldn't we rather focus our energy on getting rid of the bad ones?

    Well Im in touch with this age limit restriction because if we say 18 is the maturity age for a child, why are we living a 16 year old child to the university, to live away from the parents and expose them to things they are not yet of age to give consent to. With proper planning down from the nursery, primary and reform of the university syllabus, and also Increasing the retirement age to 65 and working years to 40years instead of 35 years

      @@ikennaamaechi2054 My brother, I have already addressed the issue. I suggest a boarding school programme should be developed in universities for underage students until they turn 18 years old. Imagine an underage student in a hostel with adults. A boarding school has restrictions that are not there is universities. I know in a lot universities in South Africa, United Kingdom and United States, a student would have to specify that they are below 18 years, so the school knows how to plan for them with a guardian. You know some of the things that happen in Nigeria do not happen in those countries. In Nigeria you can go your whole life without an identity card and only have a birth certificate. How would you restrict the child from doing what only those 18 years and above are doing.

    University education does not need only brilliance; it also needs maturity. This view is backed by my several years of experience as a lecturer. Parents who cannot abide by the age regulation should try institutions that offer programmed curricular or home studies. They should desist from trying to use their powers or positions in the society to destroy the country's well-thought education policy.

What has the Minister of Education done about this category of kids?     I do not understand this noise about age of entrance to university. This is not a new policy as I can remember vividly when we were applying to enter university in the mid 80s through JAMB. We used to have the Brochure then (I am not sure if they still have it either in paper or digital). It was clearly stated that applicant must be above 17 years before being considered for admissions. Even by the education policy of 6-3-3-4, you will definitely have to meet up the age requirement assuming you begins full primary school at age 5 or 6. As for those talking about Genius, Genius are generally an exception and not the rule. We are talking of the rules. Moreover genius don't need a rigid or structure curriculum.

    When professionals talk you know. Many that are against upholding this policy really don't get the real issue. We must uphold this policy but how do we manage the Backlog. A popular adage says it's never too late to change your path when you realize you are on the wrong path.

      This is not the issue of northerner. Are you a teacher? She speaks as a professional teacher. Most of those people saying all these skipped some classes for their children. What yardstick do you measure intelligence. Because a child is intelligent doesn't necessarily overule experience. You can't compare a child who complete 12 years and nursery class without skipping steps to a child who is jumped not attend Primary Six and SS3. Besides the national policy of education in 2013 signed by a minister from Niger Delta-Nyesom Wike puts.

      Secondary-6-18
      So this is y 18 years is the minimum age. This is applicable in UK and US. So a child skipped classes and is called genius.

It is not a requirement to be an adult before enrolling in University. The world is evolving and the Minister himself does not live in a cave and uses smart phones and technology. Why is he not living his life like he was 42 years ago without technology?

      The Barrister is very apt. The Ministry Of Education set 10 years as minimum age to enrol in Secondary Schools. So University entry age should be 16 not 18. They must be 16 at the time of enrollment not at the time of writing the Examinations. The Minister is of age. He needs to be very sure about the Ministry's policies before coming out publicly to feed us with contradictory assertions making the Ministry appear confused.
