Good JP Phonons I've got on the radar are MateoKK (who recently achieved Rank 1 Phonon over Eve), Peke, Eve, Riko, Rippu, Shiki, boogie, and Atepo. It would be the most easy to find Rippu and MateoKK playing Phonon probably, since they are regulars at their respective arcades (Club Sega Shinjuku and Port 24 Yagoto).
She's pretty popular across many regions (NA, Kanto, Kansai, EU, etc.). A lot of people play her on the side but also have other characters which they can play at a high(er) level.
