Especially in a strong, well-functioning democracy, it is a very tangible illustration of the fact that, while the occupants come and go at the will of the people, the house that symbolizes the democracy, is constant. But again...that's an American take on the subject, so, ymmv.
It should be rebuilt or replaced so that the leader of Canada has an official residence just Britain and the U.S. After that whoever is residing in the official residence should be forced to maintain it. Rick is right as always.
