And it's the same reason that you know "unarchived karaoke" means they'll be singing in English, while an archived karaoke is all Japanese like 99.9% of the time (the 0.1% is when Calli does an entire karaoke of her own originals, which I know has happened at least once). And that's because of a difference in how copyrights work. So in all likelihood, this cover was done with the rightsholders' blessing. Granted, if you had a song called "Angel with a Shotgun" and you got word that a VTuber who was an actual angel with a shotgun wanted to cover it, once someone explained what a VTuber was, would you say no?
Well, all that mainly applies to agency vtubers working for Japanese companies, remember. Independent vtubers like Uto don't have the same bulk licensing deals with Japanese music labels, and also have a lot more freedom in general when it comes to navigating copyright. So it doesn't necessarily mean she got perms from the rightsholders, although, it would be very funny if she did.

But it might not be that necessarily or completely. She kind went through a lot blowing up so quickly at the start then periodically off and on I forget lots of the details at this moment. She kinda was apart of a sketchy company which made it look like all her fault for things "she" did but was mostly company stuff but that's all stuff you'd have to research. I think she is probably well over all that drama as are we, but it might paint the picture. She has mostly English audience somewhat because of that, but doesn't get too popular anymore and seemingly never wanted to, but just have a cozy place. Which most of the time seems to have been. She might not come back though. Purely speculating and if I was her I might be trying to kind of rebrand a little after learning more English and create a little time between. Not that most of those events were recent or anything. Either that or maybe she just really needs break to focus on other things.
