As for the "redeemed icon" behind possibly the WW2 memorial, it could be the George Mason memorial, as it is south of it. George Mason was one of the founding fathers who wanted an end to the slave trade and fought for the Bill of Rights. As the final draft for the constitution lacked the Bill of Rights, he would be one of the fathers who did not sign the constitution. He was only recognized decades after for his contributions which could be what the abandoned and ridiculed part could be alluding to. The last part saying "before me a stone slab" is almost certainly alluding to the plaque of "A Prayer for the Nation". It reads "God our Father, giver of life, we entrust the United States of America to your loving care. You are the rock on which this nation was founded. You alone are the true source of our cherished rights to life, liberty, and the pursuit of happiness. Reclaim this land for your glory and dwell among your people." This prayer was heavily publicized during WW1 and WW2 meaning that it would be the prayer shining light to the soldiers during the war. This is all my speculation, hope this helps and good luck! Edit: if you look at a map, the part saying before me I believe is north and therefore behind me could mean south. Glisten in the midday sun is because the WW2 memorial has a stone wall with gold stars all facing east hence the sun shining upon them. I like this theory, but the Vietnam Veterans Memorial has the Three Servicemen Statue and the Vietnam Womens Memorial that were added after the initial completion of the memorial, which could also fit the description. The two ends of the Vietnam Veterans Memorial point directly toward the Washington and Lincoln Monuments respectively. Moreover, I've always associated the Black Ops series more with Vietnam than with WW2, but who knows. That being said, if the stone slab at the WW2 Memorial is that specific, then it could totally be the correct place.

Milo stay safe in DC at night. It may be a famous place but it’s very dangerous with a lot of car jackings, shootings, robberies, etc. There’s a lot of young teens doing crazy things without thinking about the consequences. I FIGURED OUT THE LETTER. The letter begins by saying “in the presence of Washington and Lincoln, the memories of valiant heroes glisten in the midday sun” I have a feeling you need to be in Potomac Park around noon-ish. The second part, is interesting, saying “Behind me, the redeemed icon once abandoned and ridiculed, now a fitting symbol for reverence.” Must be referring to the German-American Garden, which if you do some researching, you’ll find it was originally planted in 1983 ish, but just got restored in 2022. “Before me, the stone slab which will shine light on our path” The third part, since we know what is behind, makes this easier, and it’s a long shot, but there’s a stone that once was a landmark for travel on the Park, called the Jefferson Pier Stone, and maybe that last bit has to do with it? I’m pretty sure I figured out the second bit, but the last is the hardest. Best of luck mate, looking forward to seeing you crack this cypher too!

I FIGURED OUT THE LETTER.
The letter begins by saying “in the presence of Washington and Lincoln, the memories of valiant heroes glisten in the midday sun” I have a feeling you need to be in Potomac Park around noon-ish.
The second part, is interesting, saying “Behind me, the redeemed icon once abandoned and ridiculed, now a fitting symbol for reverence.” Must be referring to the German-American Garden, which if you do some researching, you’ll find it was originally planted in 1983 ish, but just got restored in 2022.

The third part, since we know what is behind, makes this easier, and it’s a long shot, but there’s a stone that once was a landmark for travel on the Park, called the Jefferson Pier Stone, and maybe that last bit has to do with it?
