It is clearly an illegal thing committed by a panchayat officer who is a govt employee/ public servant.The man, in question, left our country as Haz pilgrim on 4th June 2023 while the election notification was published on 9th June. The panchayat officer should be summoned & should not be spared by Court for his illegality in the matter

This is because English is the official language of the High Courts according to article 348(1) of the Constitution of India. However, there is another clause 348(2) which allows the governor of state ,with prior consent of the Indian president to allow High court proceedings in Hindi or the local language.
