Did you put out dumpsters for trash and garbage? Some people don't know what is recyclable. Maybe hire someone to oversee the dumpsters get the right recycle materials in them. At least people are trying, instead of burning it.

Here's a tip,tear open a couple of those bags and get the names of the idiots who threw it there off of the old mail they undoubtedly tossed out.
