The translation of the introduction is, roughly:
Do you have some time for me? I will sing a song for you, of 99 floating balloons on their way to the horizon. Perhaps you are thinking of me? Then I will sing a song for you, of 99 floating balloons, and how one thing leads to another.
And the verses are of a Cold War style overreaction, where the balloons aren't identified or understood, and one side goes to investigate, the other feels threatened, sends fighter pilots, war is declared, and after 99 years of war, nothing is left. Walking among the ruins, she finds one last balloon, and releases it, thinking of the person she was initially promising to sing for.
The visual style of the video is more impressionistic than narrative. Battlefield, explosions, ruins. All for nothing but 99 floating balloons.

To make some sense out of this: Its the early 80`s, the cold war was getting a bit hotter. And Germany was the playground. (East and West, and also Berlin). Thats whats the song is about: Generals who start a war about 99 Red Balloons, because they thought its the "enemy". Another great song which touches this theme is "Forever Young" by Alphaville. But on a completely other style and execution. Cheers! :)
