Ngl I think that cop was right, that other cop had to pull over. You are wrong here, that other officer probably just wanted to call mod also because of the the guy that was not pulling over. The guy that did not pull over was FRPing.
There would need to be a clip to support that. Based off of what I saw, The cop on top of the car based off of what I saw, Did FRP as the cop was legitimately on top of the other officers car.
