I think the problem is their hands, and their bodies, moving at regular speed to us. The Flash and the Reverse look like they are running fast even to us, the viewers. While Bart and Nora look like they are running normally and only the background is changing. On a side note, I like how Savitar makes slower movements but is still so much faster than Barry. Like he was not even trying.
Savitar only looks like he is running slow because he is running so fast that you don't see all of his movements. If you look at speedster games, the person starts to run fast and then the faster you go the slower your character seems to be moving even though they are traveling at half the speed of light

I deeply wanted season 8 of the flash to end with Barry and Thawne doing shit like that to each other. not literally fighting sitting down with his arms folded. That shit was disappointing.
Okay now it sounds like you're just hating on the end of S8 just for the sake of it. Literally like 90% of that fight WAS an actual fight, not just them sitting down. Besides, they were much more powerful than they had ever been during that fight, so all of their running was destroying the city. That's the only reason Barry had to stop running and sit down, so that he could keep the city intact and instead focus and use the Still Force to reverse time, which was cool too. Imo the main difference between this and the fight Barry had with Savitar in the video is that Barry didn't get beat up so easily.

Something I heard is that in the first seasons Barry and other speedsters Running was recorded using a treadmill, while in the latter seasons they just pretend to run in place. That could actually explain why it looks so awful in the latter seasons.

Something I heard is that in the first seasons Barry and other speedsters Running was recorded using a treadmill, while in the latter seasons they just pretend to run in place.
That could actually explain why it looks so awful in the latter seasons.
