I have a question: I went to Miniso( a stationary and accessory store) and opened a pen set box to check the pen. The store keeper warned me that it is not allowed to check it and they will bill it in my name if repeated. Is it so in law that customers are not allowed to check the products before they buy. Is it legally wrong?

I'm in Japan now. Theft damage amount was around 1000 dollars.
