Does the user you select need to have admin or any special privileges? I'm just using a domain user account created for the WMI service; no special privileges granted.
I have a server that has a monitoring system installed on it, when I run the powershell command to get wmi info for a different server that is in a different vlan I get access denied but it is getting wmi info from other servers in the same vlan plus another vlan. I don't know how is that.

I am getting "Access denied" and "RPC server is unavailable" during WMI test (wbemtest). Please somebody help me to fix this issue
if you using domain - then you need have admin account other , you need restart the machine after you added to your ID into access box...
