If you look at 1:36 u can see that it says "From MacGregan's Killhouse to the renowned outfits at bloodharbour, slaughter docks operate day and night to turn death into profit". So Necrit has the right idea, but with slaughter docks being the general term for that kind of businesses and killhouse being just part of the name of this specific slaughter dock and not the other way around.
I was about to write something like that, i think the Slaughter docks is just were the biggest killhouses are ( the most profitable ones ), i remember reading that most of the monster hunters of Bilgewater need to take their prey to one of those to carve them to be sold unless you are the hunter crew of someone who owns one. It is a little insight into the society of BW because what i gathered from this is that owning one puts you really up on their society stand, at least financially speaking.

I think that at 1:28 you might be wrong. "Killhouse" might be the name of the building type and "The Slaughter Docks" might be the name of a district. So there might be multiple killhouses in the slaghter docks. Something like calling a part of a city where a lot of tailors sell their wares something specyfic like "the shoe steets".

So they tied the change of his gun to the rework, although i think Graves' rework was somewhat later than the Burning Tides event.
Miss Fortune didn't give TF and Graves to the witch because she knew they would be fine. At the end of Destiny and Fate, the witch asks Miss Fortune to deliver them to her. Miss Fortune just decides that maybe 1000 years of suffering is a bit much.

Now, Illaoi doesn't really care if people suffer, but motion is everything to her and the undead are horrendous to her beliefs. Maybe the Sea Witch comes from a different sect (there may be multiple cults to Nagakabouros), but Legends of Runeterra showed that there are undead sea creatures in the sea around the Shadow Isles, such as the Terror of the Tides. The Sea Witch may worship them and wanted to sacrifice TF and Graves to be eaten by them and, as a consequence, because the duo would die near the Shadow Isles, their souls would become entrapped in eternal suffering.
