You’re not supposed to use it immediately. You’re only allowed to use it after you leave the country. That includes buying a luggage, if you use the luggage to fill it with stuff, it’s no longer legally tax exempt.

Clothes and luggage don't count since it doesn't matter if you're using it in the country and then bringing it out vs going out, using it and coming back with it again. That's why tax free clothes and luggage are never sealed while food is sealed.
