In a perfect South America we should have partitioned Bolivia ages ago, Chile gets Santa Cruz, Peru the other andean parts and Brazil/Paraguay the rest.
Bolivia is a country that was invented by Simon Bolivar and has been failing as a state since then, the poorest and the most unstable country of the region only saw some stability under Evo Morales and now is returning to its chaotic ways.
