The thing is even if you pay for games there’s smurfs and Cheaters. Same with phone numbers to play ranked. Numbers are free on google and game keys are shared across accounts. Only thing that could solve it is implementing all of them (or as much as you can) and threatening hardware bans. (Which won’t happen)
