    I want to see the scene where this song (heard as a wordless tune here in this opening sequence) is sung by Bing Crosby and others: "There's No Lowdown Lower Than That."

    While the buildings are indeed art deco, I would classify this under 'film noir' instead. The two together, however, are awesome.

    This is just like intro from the BioShock game...
    We just need the epic quotes, and water, and a giant squid and a whale!

    Art deco, yes, but the city scape is also noir, like a detective movie.
