My opinion on this song is that it's less of a love song between two people and more so about self discovery and love. Like a person with depression or anxiety and they have two voices. One wants to chase the moon while the other wants to stay behind and not experience life due to past sadnesses or anxieties. It's about learning to overcome and love yourself. Self romance.
That kind of fits in with the context of the song as it was written abt him and Danielle (as obsessed fans make death threats to his gf). To go with what you said, he wants to love her freely but there’s opposition. This is kind of his ode to her and the idea that he’ll continue to love her and disregard those who try to reject that (“watch as you all disappear”) in the end, it’s just them and that’s what matters most.
