It could be a background check where they verify the information on the resume or CV like degrees, previous employment and papers published. And check with references if any were mentioned before or previous employers and bosses.

Yes it is a good idea. Summers are best for this and it can lead to collaboration with a professor at a foreign university as well as joint papers. Good to do this after the PhD proposal is done as then the student has a good idea of the research field through literature survey and has completed the basic courses and so is more knowledgeable.
