What if there is there is an issue in V2 in production and dev team found that proper logic is there is v1 and deployed the solution just by changing V2 to not available then prpc has v2 in cache (since last run) but which is NA now according to your explanation it means it will always pick V2 since it's there in cache which violates business requirement......
