It’s new in League, only appeared after galio’s rework. Essentially galio can only move when his petricite is sufficiently saturated with magic. Usually this has to be dozens, if not hundreds of mages, and usually such mages are part of the enemy army. Lux is so powerful she can make galio able to move on her own just by being nearby.
