He did not wish to kill Scorpion's family, you could see that he actually was impressed by the boy's courage, but he had his orders and his clan molded him from infancy to always obey. The saddest part is that the death of Hanzo's family was probably the moment he was closest to rebelling, but he made his choice, the wrong choice, and was damned for it. Loyalty to those unworthy of it will never bring you salvation or redemption.
