Ooh, Norbert! You remind me of my beloved Bianca-a Maltese-whom I adopted when she was 10 years old. She had been in a puppy mill and wasn't housetrained, was deaf and had no teeth so her tongue hanged out like yours. She gave me 8 wonderful years and you so remind me of her. He's mixbreed and was rescued, that is on his webpage Norberthood so he's really one of the kind :), he looks similar to the Maltese though, maybe mixed with York
