Installing Python and Pygame in Visual Studio 2019

How to setup Visual Studio Enterprise 2019 to use Python and Pygame.
While this is focused on getting pygame up and running, you can apply the same process to installing any module into python within Visual Studio Enterprise!
The same process will also work for Visual Studio Community 2019!
